Returned by JTAG Manager in case when it's impossible to decrypt received data from DCC loader.
Restarting JTAG Manager usually helps, otherwise it's caused by hardware fault in connected device.

Solution:

Restart JTAG Manager
Restart PC

Sometimes this error is returned on Windows XP based systems, due to bugs in Themida protector.

Windows 7 is much better choice.
